Appendix H: Development of Kootenay Performance Measures

This appendix reviews the development of the new Kootenay performance measures covering the environmental performance measures reviewed by the Fish and Wildlife Technical Committee and social performance measures on interests that have been raised by basin residents. While detailed information on the Kootenay performance measures is provided in Appendix G, this appendix focuses on the interests that for various reasons did not have a performance measure developed.

The following performance measures were developed for Koocanusa Reservoir: 1) Vegetation and Wildlife, 2) Primary Productivity, and 3) Recreation. Issues that were not developed into performance measures for Koocanusa include Nutrients, Bull Trout, White Sturgeon, Entrainment, Burbot, Other fish and tributary access, and Flooding and Erosion.

Dyke Management Operations (1) and Farming Equipment Handling (2) were developed as performance measures for the Creston Valley Flood Plain. The following issues were not developed as Creston Valley Flood Plain performance measures: Vegetation and Wildlife, Agriculture, Dyke Erosion, and Recreation.

Performance measures developed for Kootenay Lake include 1) Fish and Aquatic Ecosystem Health, 2) Recreation, Tourism and Industry, and 3) Flooding. Vegetation and Wildlife, Nutrients and Productivity, White Sturgeon, Burbot, Tributary Access, Kokanee Shoal Spawning, Kokanee Angling, and Navigation are issues that were not developed into performance measures for Kootenay Lake.

Two performance measures under the interest of Fish and Aquatic Ecosystem Health were developed for the Kootenay River downstream of the Corra Lin Dam: Cumulative Habitat Loss and Total Dissolved Gases. The issues of Sturgeon and Brilliant Dam were not developed for Kootenay River.

The only performance measure developed for Kootenay system is Power Value.
